Middle East, Turkey

Cooperation with the countries of the southern and eastern Mediterranean and with those of the Gulf region has developed and deepened in certain areas. Israel is one of the most important partner countries of the Federal Ministry of Education and Research. Of the Arab countries, cooperation with Egypt, Morocco, Tunisia, Turkey and the Palestinian Territories is particularly successful.

Political framework

Cooperation with the countries of the southern and eastern Mediterranean and with those of the Gulf region in the field of science and research focuses on bilateral cooperation, building on intergovernmental agreements on scientific and technological cooperation.

In addition, the BMBF's Africa strategies (2014, 2018) and the Federal Government's Internationalisation Strategy (2017) are also guiding research cooperation.

Egypt

Egypt - known in the Arabic-speaking world as the 'Mother of the World' – 'مصر أم الدنيا' (Masr Um al-Dunya) – is one of Germany’s most important strategic partners thanks to its geographical location. Particularly the German-Egyptian Year of Science 2007 set strong impulses for new priorities in the cooperation.

Israel

Science cooperation paved the way for diplomatic relations between Germany and Israel. Today, in addition to cooperation between the ministries, foundations and long-term programmes also contribute to a unique cooperation structure. Germany is Israel's most important partner in the EU research research programmes, in which the country has participated since 1996.

Jordan

Celebrations for one major joint project took place in 2015 on the occasion of the 10-year anniversary of the German-Jordanian University (GJU) in Amman. The GJU links science with its application and qualifies young scientists in the region. One of the region’s most pressing problems is water supply, which is why the BMBF supports on-site projects for better water procurement and water management.

Autonomous Palestinian Territories

The cooperation with the Palestinian Territories supports research policy and helps to make use of scientific and technological potentials. It also serves the purpose of aiding scientific diplomacy, enabling science to open up opportunities for exchange and networking between people across state borders in spite of severely difficult political conditions in order to contribute to a stabilisation.

German-Turkish cooperation in the fields of education and research has a long tradition dating back to the days of the Ottoman Empire. A variety of cooperation projects have been established over the years: Germany is Turkey's second most important partner country in the fields of research and education.
