Central, Eastern and South East Europe

Germany's cooperation with Central, Eastern and South Eastern European countries is strongly characterized by the enlargement of the EU and the aim of creating a European Education and Research Area. Poland, the Czech Republic, Slovakia, Slovenia, Hungary as well as the Baltic states Estonia, Latvia, and Lithuania joined the European Union in May 2004. Bulgaria and Romania became members in January 2007. The integration of the western Balkans is a priority for the EU. These processes lead to changes in the objectives and framework conditions of bilateral collaborations and make it necessary to adapt the instruments used.
It is in the interest of both sides to tap the region's research potential by means of cooperation models that are specifically tailored towards the region as well as through targeted marketing activities that promote Germany as a key location of research. By giving the BMBF's funding programmes an international profile, linking them to corresponding funding programmes in the partner countries, and focussing on key areas, we intend to extend bilateral cooperation at a European level and thus generate added value, both from a bilateral and a European perspective.

In the programme "International Cooperation in Education and Research - Central, Eastern and South Eastern European Region", funds are made available for preparatory projects in applied research, development and education with a view to setting up project applications for current BMBF funding programmes. In addition, support is given to the preparation of projects within the thematic priority areas of the EU's Seventh Research Framework Programme and other EU programmes that are relevant to research. It is also possible to develop and fund joint research bases that are founded on existing collaborations. The aim of joint research bases, in the interest of both countries, is to forge closer links between the staff, organization, and funding structures of outstanding research and education institutions, as well as research departments in industry, that are active in relevant fields in both countries, on the basis of existing cooperation schemes.

For several years now, the region of Central, Eastern, and South Eastern Europe has been one of the world's most dynamic economic areas. It acts as a driver of growth for Europe and for German businesses. Poland, the Czech Republic and Hungary are among Germany's 15 most important trade partners. They are also priority countries for bilateral cooperation in research and education.

We want to raise Germany's international profile as a key location of research and education with the help of targeted marketing activities in specific thematic areas, carried out in collaboration with research and science institutions, competence networks and research-intensive companies. Eastern Europe is one of the most significant growth regions for German companies, and, for many years now, German universities and research institutions have valued scientists and engineers from Central, Eastern, and South Eastern Europe as attractive and reliable partners. The planned marketing activities can build on the excellent collaboration that already exists between companies, universities, and research institutions in both countries.

As an important strategic partner, Germany plays a special role when it comes to supporting CEE/SEE countries in developing their innovation policies and overcoming the structural deficits that still exist. Regular working meetings, bi- and multilateral seminars, workshops, and conferences ensure that there is an intensive dialogue in the areas of research and innovation policy. Cooperation with other new EU member states and the accession candidates has developed in a very positive way.

Funding Measures for Cooperation with Central, Eastern and South Eastern European Region
  • Poland

    Cooperation between Germany and Poland in education and research is well established in many areas, offering an excellent starting point for collaboration within the European context. With Poland's accession to the European Union, German-Polish relations in the area of education and research reached a new level. At the same time, however, joint European goals in connection with the Bologna Process and the Lisbon Strategy pose new challenges.

  • Hungary

    Hungarian research, technology and innovation policy is characterized by the challenges associated with accession to the EU, the establishment of the European Research and Education Areas, and the formation of a knowledge-based society.

  • Czech Republic

    For many years now, the Czech Republic has been an important cooperation partner for Germany in the areas of education and research. This applies both to bilateral cooperation and to joint action at European level.

  • Slovenia

    Slovenia has a well developed R&D structure which is successfully integrated in international collaborations. International cooperation is one of the priorities of the country's research and education policy. In accordance with the Lisbon Strategy, the country aims to increase its investment in R&D to 3% of GDP by 2010. Germany is an important cooperation partner for Slovenia. The collaboration between the two countries is based on a joint declaration on scientific and technological cooperation that was issued in 1993.

  • Slovakia

    Since 2005, Slovakia has been focusing more strongly on research and development. The country's current competitiveness strategy explicitly includes the goal of creating a knowledge-based economy. German-Slovak cooperation is based on the agreement on scientific and technological cooperation (STC) that was concluded in 1990 between Germany and what was then Czechoslovakia.

  • Romania

    Germany is an important cooperation partner for Romania in the area of education and research, and Romania's great potential for research and development is beyond dispute. Since Romania's accession to the European Union on 1 January 2007, developments in the collaboration between the two countries have been strongly characterized by efforts to integrate Romania into the European Research Area.
