In the DIP programme the six universities and the Weizmann-Institute are only allowed to submit two proposals each. Therefore, an internal pre-selection of proposals which are finally submitted to DIP takes place at each institution. The deadlines for the submission of pre-proposals are in general several months before the deadline for the submission of full proposals.

Bar-Ilan-University
DIP welcomes proposals in any area of scientific research. DIP proposals are characterized by the following criteria:
Before the fall season of each year, BIU researchers are invited to submit to the Research Authority (dead line – mid December) a pre-proposal for a multi-year, multi-partner research project. Under the chairmanship of the Vice President for Research, a committee of BIU faculty will review all pre-proposals and then invite two applicants to submit a full proposal to DIP in the spring of the following year.
Each pre-proposal (three-to-five pages maximum) should include the following information:

Ben-Gurion-University
Information concerning the DIP call for proposals is transmitted from the DIP administration to the Dept. of Research Contracts at Ben-Gurion University. The Dept. of Research Contracts then distributes this information to the BGU research community at large. This occurs in September/October and BGU researchers are then eligible to submit pre-proposals to the Dept. of Research Contracts. Interested German applicants are invited to contact their counterparts at BGU in order to submit pre-proposals and be considered in the internal BGU selection process. The DIP program is targeted at SENIOR FACULTY MEMBERS with previous experience in multi-year, multi-partner research projects. On the basis of these pre-proposals an internal committee assisted by external advisors finally decides which applicants are invited to submit a full proposal to the DIP administration. Hebrew University Jerusalem
The information about the DIP call for proposal which is launched every year in September is distributed at the Hebrew University of Jerusalem in English. Interested applicants are invited to submit pre-proposals to the faculty research committees of the HU. Each faculty research committee will choose two pre-proposal and submit 8 copies of them to the Authority for Research and Development at the HU. On the basis of these pre-proposals an internal committee will finally decide which two applicants are invited to submit a full proposal to the DIP administration. A Call for Pre-proposals for the DIP program is issued by the Weizmann Institute's office of Research Grants and Projects in early November of each year. The submission of pre-proposals must be done in collaboration with and via a Weizmann Institute researcher. A decision regarding the pre-proposals is made by the President of the Weizmann Institute, on the recommendation of its Vice President, who determines, further to the DIP guidelines, which two full proposals will be submitted by the Weizmann Institute.

Tel Aviv University
The information about the DIP call for proposal which is launched every year in September is distributed at Tel Aviv University in Hebrew and English. Interested applicants are invited to submit pre-proposals (2 to 3 pages) to the Research Authority. The pre-preposal should contain an abstract of the proposed project, the German and Israeli partners involved and a budget calculation. Deadline for pre-proposal submission will be announced. On the basis of these pre-proposals an internal committee finally decides which applicants are invited to submit a full proposal to the DIP administration.
