Pre-proposal procedures at Israeli universities and the Weizmann-Institute

In the DIP programme the six universities and the Weizmann-Institute are only allowed to submit two proposals each. Therefore, an internal pre-selection of proposals which are finally submitted to DIP takes place at each institution. The deadlines for the submission of pre-proposals are in general several months before the deadline for the submission of full proposals. 

In the following you find some information about the pre-proposal procedure at each institution. For further information, please contact the respective Research Authority.

Bar-Ilan-University 
   
DIP welcomes proposals in any area of scientific research. DIP proposals are characterized by the following criteria:

• Scientific excellence, originality, and applicability.
• Substantial interdisciplinary research.
• Intensive research cooperation and added scientific value for the German and Israeli teams, and to specify why the project must be implemented through German-Israeli cooperation.
• Future Oriented.

Before the fall season of each year, BIU researchers are invited to submit to the Research Authority (dead line – mid December) a pre-proposal for a multi-year, multi-partner research project. Under the chairmanship of the Vice President for Research, a committee of BIU faculty will review all pre-proposals and then invite two applicants to submit a full proposal to DIP in the spring of the following year.

Each pre-proposal (three-to-five pages maximum) should include the following information:

• Project Title.
• Scientific Abstract (Background, Goals, Significance, Methods).
• Each Israeli Collaborator: Name, Academic Rank, Institutional Affiliation.
• Each German Collaborator:  Name, Academic Rank, Institutional Affiliation.
• Outline of Scientific Cooperation with German Partners.
• Expected Contribution from the German Partners in preparing the Proposal and carrying out the research throughout the Project.
• Authorization of the Agreement of the Partners regarding the proposed budget.
• Budget Request. DIP's annual funding contribution is no more than 255,000 euro (salaries, travel, and materials).  The Israeli institution must match (50%) the amount of the DIP award. The researchers can also apply for equipment (wherever possible German-manufactured) valued up to 500,000 euro in Year One.
   

The deadline for the submission of the pre-proposals will be made available after the launch of the new call.

Ben-Gurion-University 
  
Information concerning the DIP call for proposals is transmitted from the DIP administration to the Dept. of Research Contracts at Ben-Gurion University. The Dept. of Research Contracts then distributes this information to the BGU research community at large. This occurs in September/October and BGU researchers are then eligible to submit pre-proposals to the Dept. of Research Contracts. Interested German applicants are invited to contact their counterparts at BGU in order to submit pre-proposals and be considered in the internal BGU selection process. The DIP program is targeted at SENIOR FACULTY MEMBERS with previous experience in multi-year, multi-partner research projects. On the basis of these pre-proposals an internal committee assisted by external advisors finally decides which applicants are invited to submit a full proposal to the DIP administration. Haifa-University 
  
DIP pre-proposals for the call which will be launched in September 2006 are to be submitted to the Research Authority for internal evaluation until 20 th September 2006, as each year only two proposals per university will be accepted for submission to Germany. Pre-proposals should include:

• Project description
  
• Outline collaboration with the German partners
  
• Innovative aspects
  
• Estimated budget for a 5 year period: up to Euro 255.000 per annum and a one-time investment of up to Euro 255.000 for equipment.
  
• A short CV of the Israeli and German partners.

The deadline for the submission of the pre-proposals is 20th September 2006.

Hebrew University Jerusalem
  
The information about the DIP call for proposal which is launched every year in September is distributed at the Hebrew University of Jerusalem in English. Interested applicants are invited to submit pre-proposals to the faculty research committees of the HU. Each faculty research committee will choose two pre-proposal and submit 8 copies of them to the Authority for Research and Development at the HU. On the basis of these pre-proposals an internal committee will finally decide which two applicants are invited to submit a full proposal to the DIP administration. Pre-proposals (5 pages) should include:

• title of the project
  
• project description and its scientific background (abstract)
  
• aims of the project/expected results
  
• outline of cooperation with the German partners and common scientific interest
  
• innovative aspects of the project
  
• estimation of success

A Call for Pre-proposals for the DIP program is issued by the Weizmann Institute's office of Research Grants and Projects in early November of each year. The submission of pre-proposals must be done in collaboration with and via a Weizmann Institute researcher. A decision regarding the pre-proposals is made by the President of the Weizmann Institute, on the recommendation of its Vice President, who determines, further to the DIP guidelines, which two full proposals will be submitted by the Weizmann Institute.
